Florida has 29 electoral votes and is tied for the third most EVs in the country (with New York). Since it has a fairly balanced partisan composition and a mixed racial makeup, the Sunshine State is likely to become a heavily disputed battleground, just like in the real world. It is advisable for the player to try and gain ground early on in Florida, giving the opportunity to define the issues that will decide the election in that state. A heavy partisan lean to either side can be achieved relatively easily by building a large Headquarters along with ads and a speech. Good Democratic issues are Social Security and the Zika virus crisis. Florida is also a good place to run TV ads, given that those pay off in such a large state (having an Advertisement Guru there will be worth it). Whether you try to boost your own platform or throw dirt at your opponent is up to you.
Should you succeed in bringing home Florida early on, you might be lucky and deter your opponent from investing in Florida. However, it is more likely that he or she will eventually try to gain ground in the state (which will be hard since you have an early edge), so make sure you get rid of their operatives in FL and maybe swing by every once in a while to keep it in the bank.
